How the Housing Executive is structured

The Board

The Board is responsible for general policy, management and operation of the Housing Executive. The ten person board  meets every month and decides on all important matters affecting the organisation, including expenditure and new or revised policies.

Seven members of the board are appointed by the minister responsible for housing and the remaining three are nominated by the Northern Ireland Housing Council.

Northern Ireland Housing Council

The Housing Council was established by the Housing Executive Act (Northern Ireland) 1971. The council is consulted by the Housing Executive and the Department for Social Development (DSD) on all matters that affect housing policy in Northern Ireland.

We meet monthly with the Housing Council, explaining operations and strategy. The Housing Council is made up of one representative from each of the 26 district councils in Northern Ireland.

There are three Housing Council members on the board of the Housing Executive who are appointed for a one year period.

Chairman

The Chairman is appointed by Department for Social Development , with the approval of the Minister for Social Development and is accountable to the minister.

The Chairman has a particular responsibility on the following matters:

  • formulating the board’s strategy

  • ensuring that the affairs of the Housing Executive are conducted properly

  • ensuring that the board takes proper account of guidance provided by the Minister or the DSD

  • promoting the efficient, economic and effective use of staff and other resources

  • encouraging high standards of propriety

  • representing the views of the board to the general public

  • ensuring that the board meets at regular intervals throughout the year

Chief Executive

The Chief Executive is the accounting officer and chief officer in the Housing Executive. He reports directly to the board. He is responsible for setting the organisation's strategic direction and objectives and for ensuring performance is maintained.

Senior Management Team

The team of Central Directors report to the Chief Executive.  As members of the Chief Executive's management and business committees they decide on operational issues delegated by the board as well as referring matters to it for approval.

They are:

  • Director of Corporate Services / Deputy Chief Executive

  • Director of Design and Property Services

  • Director of Finance

  • Director of Housing and Regeneration

  • Director of Personnel and Management Services

  • Head of Information and Secretariat
