The Education, Training and Leaving Care (ETLC) rate relief scheme closed on 1st December 2009. This means that no applications for the ETLC scheme will be accepted by Land & Property Services (LPS) after 30th November 2009.

What if I already receive ETLC relief?

If you already receive ETLC relief it will continue to apply for up to three years from 1st December 2009. This is provided that the property specified in the application continues to be occupied wholly by eligible persons all of whom were in occupation prior to 1st December 2009. This period is extended in the case of those on longer courses such as medicine. Again, the property must have been continuously occupied wholly by eligible persons all of whom were in occupation prior to 1st December 2009.
If the above condition ceases to be met, you must inform LPS. LPS will also carry out an annual review to confirm that there is continued eligibility for the relief.

Is a replacement scheme being introduced?

The Department of Finance and Personnel and Department for Employment and Learning are currently considering how best to redirect the savings resulting from the closure of the scheme to other more targeted forms of student support.
