The Continuous Tenants' Omnibus Survey (CTOS) is an assessment of the attitudes of Housing Executive tenants. The CTOS is a cornerstone of our service delivery in terms of the Northern Ireland Act (1998), "Modernising local government – in touch with the people" (1998), targeting social need and best practice; it is also linked to our sixth strategic objective, “Delivering better public services”.
The annual reporting of results from the CTOS allows us to measure the effect of action taken as a result of government directives, such as best value. The CTOS monitors the level of customer satisfaction with our services and identifies areas where we need to improve the quality of our services.
