About the new online payment system

We’ve recently introduced a new online payment system together with our partners Paypoint. The new service replaces the Billpay and Allpay systems, so you’ll see different screens the next time you pay online. You’ll also have to register your details again.
The new system allows customers to make payments by debit or credit card (though if you pay by credit card you’ll be charged an extra 1.55% - you’ll be notified of this at the time).
You can pay for a range of services including rent, Housing Benefit repayments and service charges. You’ll need your NIHE-issued payment card and a debit or credit card handy.

Replacement payment cards

All our customers were recently issued with a replacement payment card which works with the new payment system. Some older payment cards will work with the new system too, but the following old-style payment cards can’t be used:
  • Housing Benefit payment cards whose 19 digit reference number starts with the number 982615
  • Temporary payment cards (grey and white coloured)
If you have one of these cards, don’t worry - you can still make a payment using our new automated telephone service (see below).

Other ways to pay

You can also make payments using our new automated telephone service, provided by Allpay.
To pay by phone, call Allpay on 0844 557 8321. You’ll need your NIHE-issued payment card and either a debit or credit card (if you pay by credit card you’ll not be charged extra). The telephone payment service is always available, 24/7.
You can also pay at any Paypoint outlet anywhere in Northern Ireland, by Direct Debit or Standing Order, or by cash/cheque at selected local offices.
