The Government decided that the way domestic rates liability are assessed should change, and introduced a new system in April 2007.
What are the changes?
All properties are being revalued to restore fairness and make sure that everyone pays rates in line with an up-to-date value of their home. Rates bills are now based on the capital value of homes. This means it is easier for people to see and understand how their rates bill is worked out.
Capital value is the amount a property could reasonably have sold for on the open market on 1 January 2005.
How does this change affect me?
You will still continue to pay your rates along with your rent, but there may be some changes to the amount you pay for rates.
Does this affect my rent charge?
No, it does not affect how your rent is charged.
What help can I get to pay my rates?
To assist tenants in meeting any increase in their rates liability a Rate Relief Scheme was introduced from April 2007
What is Rate Relief?
Rate Relief is a new scheme that has been introduced to assist with the payment of rates. Rate Relief may be payable to you if you receive either no help or partial help with rates through the Housing Benefit scheme.
I am already receiving or have claimed Housing Benefit, what do I do next?
Nothing, if you are currently receiving Housing Benefit you need not do any thing at this stage. We will contact you if we require any further information.
I am not claiming Housing Benefit. How do I apply for Rate Relief?
If you were not in receipt of Housing Benefit at 1st January 2007 you will need to complete an application for Housing Benefit/Rate Relief. To receive an application you should contact any Housing Executive Office.
How is Rate Relief paid?
As a Housing Executive tenant Rate Relief is paid into your rent account and so reduces the amount you have to pay.

Are there any circumstances when I can get a Rates Exemption?
Yes, there is a rebate for persons with a disability.This scheme provides help with your rates for domestic properties that have been specially adapted for the benefit of a person with a disability living in the property. From 1 April 2007 the scheme was simplified and successful applicants receive a 25% reduction in their rates.
If you currently receive a reduction in your rates at a rate higher than 25% then you will continue to receive the higher reduction when the new scheme is introduced. If you wish to make an application under the existing Scheme you may obtain an application form by contacting any Land & Property Services Office. Alternatively you may download an application form from the LPSNI website
Further information about the new scheme can be obtained from the RCA on (028) 9025 2260 or from the review of rating policy website . Rate relief is also available for Persons under 18 and Persons in Education and Training and Leaving Care.
Full rate relief is available if the home in which you are living is solely occupied by full time students or trainees, by ratepayers under the age of 18 and young people leaving care up to the age of 21. Entitlement to relief under these categories will also provide you with help for the new water charges.
