Job Purpose

Job Purpose
The Strategic Partnerships Accountant role will be a dynamic role requiring the successful candidate to be adaptable, self-motivated, have sound professional and systems skills/knowledge, as well as an ability to work closely with senior managers across the organisation together with external stakeholders.
The Strategic Partnerships Accountant will report directly to the Strategic Partnerships Financial Development Manager and provide support across the wider Strategic Partnerships team.
Requirements:
Applicants must meet the following shortlisting criteria:
  • Applicant must be fully qualified accountant, CCAB or equivalent
In addition, applicants must demonstrate at least 1 years’ relevant post qualification experience gained at a senior level in an accounting environment. This must include experience in a minimum of 4 of the 5 areas outlined:
  • Experience providing a comprehensive financial management service including budget setting, budget monitoring, forecasting and presentation of information to senior management
  • Experience in implementing strategic business improvements
  • Experience in implementing and/or reconfiguring existing business systems to support new accounting requirements
  • Experience in design and implementation of new reporting solutions to inform operational and strategic decision making
  • Experience in the development of costing models using Excel

To assist in the delivery of high quality customer focused and cost effective housing services to the NIHEs customers and tenants.
Successful candidates will be assigned to a role within a busy Housing Services department.  Duties will vary depending on the role to which the trainee is assigned but typically include the following elements:
  • Meeting and interviewing applicants seeking to be rehoused.This will include assessing their circumstances and needs and working with relevant agencies and internal departments to provide good quality housing solutions and support shaped around these needs.
  • Being responsible for holistic neighbourhood services to a designated ‘patch’ of properties and tenancies within Housing Executive estates.  This includes the provision of advice, guidance and decision-making to support our tenants and sustain communities, ensuring that excellent customer service is paramount to all aspects of work and support is provided to customers.   Key responsibilities include activities related to :   tenancy management and sustainment - providing advice and support to move in, stay in and leave the tenancy; managing income collection and preventing debt.    estate management – including community involvement, community cohesion, community safety, estate management and planned maintenance.
  • Central posts roles will include policy development; providing policy advice and support to staff in local offices; project work; preparing comprehensive reports/policies and procedures; performance monitoring and governance.
  • There will be opportunities to work in some offices in Regional Services Division where the work will involve collaborative working with a wide range of internal and external stakeholders regarding homelessness policy implementation and Supporting People policies and programmes.
Requirements
Essential
  • Applicants must hold a second class honours degree or higher in any discipline.
Desirable
  • A 2.1 degree or higher in any discipline OR a housing degree – second class or higher

Non Executive Member - Direct Labour Organisation (DLO) Performance & Development Committee 25th August, 2017 4.30pm

Job Background
The Board of the Northern Ireland Housing Executive wishes to appoint an Independent External Member to its Direct Labour Organisation (DLO) Performance and Development Committee.
The in-house DLO continues to deliver a response maintenance service to almost 29,000 homes in North, South and West Belfast, as well as Craigavon and Coleraine.  The current DLO business consists of 440 staff (including agency staff), with running costs of £20.6m per annum. Alongside the response maintenance service, staff are also engaged in the delivery of a grounds maintenance service, the motor vehicle workshop and electrical health and safety inspections. The DLO delivers the response repairs services from depots located in each of the current three contract areas: in Belfast, from a leased depot in Stockman’s Way, in Portadown from Annagh Hill and in Coleraine, from a depot at Hillmans Way. A skills training matrix, together with gap analysis, is underway to formulate a training plan for each operative that is tailored to their role within the DLO.
Performance and service delivery are measured against organisational Key Performance Indicators (KPIs) and reported monthly to the Performance Review Group and quarterly to the DLO Performance and Development Committee which consists of three Housing Executive Board Members and two Independent Members.
The DLO aims to meet challenging targets on repair quality and repair completion, provide continual training to develop a highly skilled and committed workforce, and develop best in class and best value models. It also aims to achieve customer satisfaction targets and support the Housing Executive on its Journey to Excellence.

Internal Audit is viewed as integral in enhancing accountability and general corporate performance in the public sector and has evolved to take a more comprehensive view of public sector performance.  In this environment Audit & Risk Assurance Committees play a pivotal role in enhancing corporate governance in the public sector in general, and the Northern Ireland Housing Executive specifically, by providing an independent oversight over our governance, including  our systems of internal controls.
The Audit & Risk Assurance Committee within the Northern Ireland Housing Executive has set a tone of strong corporate governance with members having the skills, experience and expertise to effectively develop the culture.  The Committee has responsibility for oversight over the effective functioning of Internal Audit to ensure that we fulfil our duty to be accountable and transparent to the public while achieving our objectives effectively, efficiently, economically and ethically.
Principles of the Audit & Risk Assurance Committee
The Audit & Risk Assurance Committee is responsible for advising the Board and Accounting Officer on risk management, internal control and governance requirements. The Audit & Risk Assurance Committee should be independent and objective and its members should have an appropriate skills mix. In particular, the Audit & Risk Assurance Committee should possess knowledge/skills/experience in:

  • Corporate Governance
  • Financial and Economic Management
