Information about Houses in Multiple Occupation

Legal responsibility for Houses in Multiple Occupation (HMO) regulation was transferred from the Housing Executive to local Councils on 1st April 2019.

The Housing Executive no longer has responsibility for regulating HMOs. The Houses in Multiple Occupation Registration Scheme administered by the Housing Executive has now been replaced by a Licensing Scheme administered by the Councils.

Councils will now be responsible for licensing HMOs and carrying out the necessary checks and inspections. They will also ensure that the property is suitable for the specified maximum number of people that will occupy it.

Belfast City Council will manage the delivery of the Licensing Scheme on behalf of all local councils.
