Supporting People Plan 2019-20 and Strategic Intent 2020-2023
We are celebrating 15 Years of Support People and presenting the Supporting People Plan 2019-20 and Strategic Intent 2020-2023 document at an event taking place Tuesday 5th February 2019. Please find a copy of the document at the link below:
The document sets out the Supporting People activities planned for 2019/20, aligned to several key policies and strategies, and introduces how the three year Supporting People Strategy for 2020/21 to 2022/23 will be developed. You will have an opportunity to feedback your views at the event. We have also created a survey, which allows you to share your views. The survey will be active until 22 February 2019.
Feedback from this engagement event and survey will be collated and a final document will be prepared for delivery during the 2019-20 financial year. The development of the three year funding Strategy for 2020/21 – 2022/23 will also take place during the 2019/20 financial year.
Quality Assessment Framework (QAF)
As part of our business improvement project, we carried out a questionnaire survey to obtain providers’ views on the way we currently assess service quality. We’d like to take the opportunity to thank all providers who took the time to respond to the survey. The analysis is now complete and the report of the findings is available at the link below.
We will use your feedback to inform our own internal review of the quality assessment process. As a next step we are planning to carry out some testing of possible changes. If you would be interested in helping with this, please contact Supporting.People@NIHE.GOV.UK
The Department for Communities' review of Supporting People included a recommendation to develop a revised approach to outcomes measurement. To take this forward, Supporting People asked for expressions of interest from Providers to participate in an outcomes pilot.
A number of Providers expressed an interest and 10 were selected. These reflect the wide range of client groups, service types, organisation size and locality of supported housing provider organisations. The pilot commenced at the start of October 2016 and will run to the end in March 2017.

Supporting People information update
Anne Sweeney and Louise Clarke provided updates on the implementation of the DfC review of Supporting People, at the recent NIFHA Care and Support Conference.

Supporting tenancies for people from ethnic minority backgrounds (STEM)
STEM is a Floating Support service which will provide support and assistance to people whose tenancy may be at risk due to harassment or intimidation because of their ethnicity.
It is one of NIACRO’s Assisting People and Communities (APAC) services, which help people deal with the difficulties they are experiencing in the community and supports people to maintain their tenancy. STEM is funded by Supporting People through the Northern Ireland Housing Executive.

DSD Supporting People guidance
The Department for Social Development completed its evaluation of the Housing Executive administration of the Supporting People fund in 2010 and one of the recommendations was for the Department to develop detailed guidance on the terms and conditions of eligible/ineligible costs for Supporting People Grant including guidance on restricted reserves.
This is now available to download.

This guidance is effective immediately and replaces DSD Supporting People guidance issued in 2003.
