More than 6,000 helped with rent – but some missing out
We are again highlighting that help may be available to eligible tenants in the private rented sector through the Discretionary Housing Payment (DHP) scheme.
Funded by the Department for Communities and administered by the Northern Ireland Housing Executive, the DHP scheme is open to tenants living in the private rented sector. Tenants could potentially get extra help with their rent costs, if the housing costs element of Universal Credit or Housing Benefit award does not fully cover the rent charged.
The aim of the scheme is to prevent and alleviate homelessness and to sustain tenancies in the short term to enable customers to find an alternative, affordable housing solution.
Gillian Greer, Assistant Director, Housing Benefit, explained: “We understand that many households are facing pressure from increasing living costs. The scheme exists to provide targeted support to those who need it most. Whether dealing with a change in income, the impact of welfare reform, or unexpected expenses, we encourage anyone who is struggling with their rent to get in touch and see if they qualify.
“Between April and November 2025, we supported more than 6,000 customers with a Discretionary Housing Payment. Applications are assessed on a case-by-case basis, taking into account individual circumstances and financial need. The scheme is discretionary, which means awards are not guaranteed, but each application will be carefully considered.”
Anyone needing help with their rent payments should visit our website to see if they are eligible to apply for the Discretionary Housing Payment scheme. You can also apply for the scheme via the online form.
Alternatively, tenants without internet access should phone 0344 8920 902 and ask for more information about Discretionary Housing Payments.
Discretionary Housing Payments come from a limited budget; however, if you need extra help, please apply as soon as you can – we are here to support you.”
