Scheme for the Purchase of Evacuated Dwellings (SPED)

If you or your family are at risk in your home because of:

  • threats
  • violence
  • intimidation

You may be able to get help through the SPED scheme.

SPED is a statutory scheme under Article 29 of the Housing (Northern Ireland) Order 1983.

It allows the Housing Executive to buy homes by agreement where owners are unwilling or unable to live in them because of:

  • acts of violence
  • threats to commit  such acts
  • or other intimidation

To qualify under SPED, both of the following must apply:

  • The property is owner-occupied and is the owner’s only or main home.
 
  • There is evidence from the PSNI showing it is unsafe for the applicant or someone else living with them to stay in the home because
    • they have been directly or specifically attacked or intimidated and
    • are at risk of serious injury or death.
