Under the Planning Act (Northern Ireland) 2011 and its subordinate legislation, the Housing Executive is named as a Statutory Consultee in the preparation of Local Development Plans (LDPs) and in Development Management. This role enables us to contribute to decision-making on new development proposals and to work in partnership with a wide range of statutory consultees, agencies, and local communities.
As part of this collaborative role within the planning system, the Housing Executive has developed an Affordable Housing Advice Note to support Councils in implementing affordable housing policies within their LDPs. The Advice Note offers a suggested approach that can be adapted by individual Councils to reflect their specific policy context.
The Advice Note is intended to foster shared understanding and alignment across planning and housing functions. It provides a strategic framework to guide the development of Supplementary Planning Guidance or inform Plan Strategies, while recognising that final decisions rest with individual Councils.
This is a position statement, and developers should always refer to the relevant Council policy and guidance for site-specific requirements.
