Housing Investment Plans (HIPS)

Our Housing Investment Plans

We publish Housing Investment Plans (HIPs) for each Council. The HIPs are three year plans which reports on progress made over the past twelve months and sets out our ambitions for the coming years. The HIPs are aligned to the 3 year Corporate Strategy and its associated set of strategic priorities. In addition, the HIPs inform Councils on the various programmes and initiatives that the Housing Executive and Housing Associations are developing to meet local housing needs.

The Housing Investment Plans will also assist Councils in the Community Planning process – they are an important evidence base for the Community Plan and will help facilitate discussion on housing issues within each district, and demonstrate how the Housing Executive are working as a partner to deliver Community Plans.

During August – November 2023, we launched our new three year Housing Investment Plans (HIP) for the period 2023 - 2026, which identified housing related objectives and actions and provided details of the issues and initiatives which we considered would affect the local housing environment during the following year.

Housing Investment Plan updates

Annual updates will be prepared in 2024 and 2025 for each of the local council areas, which report on the progress of the Housing Executive and other agencies against our strategic priorities and the Council’s community planning outcomes, and on how we intend to deliver housing ambitions over the remaining years of the HIP, and the longer term.

The updates are intended to initiate discussions with councils and stakeholders to develop a shared vision for the future of housing in your council area. Delivery of our housing objectives is key to the social, economic and environmental benefits of each council area.
